Notice is hereby given that Narromine Shire Council has received the above Application for Modification to Development Application lodged by SLR Consulting Australia Pty Ltd.
The existing 5MW Solar Farm was approved by the Western Region Planning Panel in 2019. This application seeks to modify the approval to include the construction and operation of a Battery Energy Storage System (BESS). The BESS will consist of four standalone battery units and ten DC-DC converters. The BESS will be constructed within the boundaries of the approved site and will utilise existing access roads and infrastructure.
The proposed development application may be inspected from 14 August 2025 to 11 September 2025 at the following locations during the following hours:
Narromine Shire Council, 118 Dandaloo Street, Narromine, NSW 8:30 am – 5:00pm;

Any interested person may, within the exhibition period make written submission to Narromine Shire Council with respect to the proposed development. If your comments are an objection, the grounds of objection must be specified.
Full copies of submissions may be made available to the public including your name and address, unless Council receives a request for personal details to be suppressed.
Under the Environmental Planning Assessment Act, a person who makes a public submission to Council in relation to a development application is required to disclose the reportable political donations and/or gifts (if any) made by the person making the submission, or any associate of that person, within the period commencing two (2) years before the submission is made and ending when the application is determined.

Draft Code of Meeting Practice 2025
Council at its Ordinary Meeting held 13 August 2025 resolved that the Draft Code of Meeting Practice 2025 be placed on public exhibition for a period of 28 days, inviting written submissions for a period of 42 days.
Submissions will therefore close Thursday 25 September 2025.

Public Exhibition Planning Agreement Edify Energy
Narromine Shire Council seeks feedback from the community in regard to the draft planning agreement between Edify Energy and Narromine Shire Council.
Edify Energy Pty Ltd is seeking to construct a 100MW solar farm with energy storage and associated infrastructure at 1955 Eumungerie Road, Burroway, New South Wales. (Lot 70 DP 1251856).
The capital value of the project is outlined in the scoping report to be in excess of $200M and as such is identified as a State Significant Development under Part 4 of the EP&A Act.
For renewable energy projects of this nature the State Government has developed the ‘Benefit Sharing Guideline’ to provide information to applicants, Councils and the public about the importance of benefit sharing for large scale renewable energy generation and storage projects. These guidelines have been used in formulating the Planning Agreement
As per the Benefit Sharing Guidelines the planning agreement is set out into two streams, they are:
•Development contribution (Council portion) &
•Development contribution (Developer portion)
The total development contribution in year one is $85,000, this is apportioned:
•Development contribution (Council portion) $72,250
•Development contribution (Developer portion) $12,250
It is recommended that Council’s portion be attributed to ‘the provision of enhanced children’s, youth and seniors sport and recreation activities and development’.
Edify Energy propose that the Developer’s contribution be offered directly to the community in a Community Benefit Fund, favouring projects such as environmental restoration, initiatives that enrich and support the community, education and training programs.
An explanatory note is attached to the Planning Agreement at schedule 4.
